Afera, the European Adhesive Tape Association, welcomes the recent clarification published in the Official Journal of the European Union regarding the regulatory status of adhesive films used in industrial production processes under the Packaging and Packaging Waste Regulation (PPWR).

The clarification confirms that adhesive process films, when used to enable or facilitate manufacturing processes and remaining on semi-finished products until further transformation or assembly, are not considered packaging under Article 3(1) of the PPWR.

This outcome represents an important step forward for the adhesive tape and broader manufacturing industries, providing greater regulatory certainty and supporting efficient and sustainable industrial processes.

The clarification follows a period of constructive dialogue between industry stakeholders and the European Commission. This work was carried out through a collaborative effort within Afera, involving several member companies, including Novacel, Polifilm and Nitto, bringing together technical expertise and aligned industry input.

Afera played a key role in facilitating this alignment and ensuring that the collective industry perspective was clearly represented. This co-ordinated approach was instrumental in achieving a balanced and workable interpretation of the regulation.

Afera will continue to support its members in aligning terminology, product classification and communication with the clarified regulatory framework, and remains committed to engaging with policymakers to ensure that future legislation reflects industrial realities.
